Glenn E. Moyer served as Pennsylvania’s Secretary of Banking and Securities from 2011-2015. At the conclusion of his public service, the Department supervised more than 215 PA state-chartered depository and non-depository institutions, licensed approximately 220,000 financial services professionals and companies that provide consumer loans, investment services and other financial services, and reviewed the submission of more than 5,000 securities offerings annually. During that period, Mr. Moyer served as Board Chair of the Pennsylvania Housing Finance Agency and as a voting member of seven other Commonwealth Boards. Under his leadership, the Department successfully worked to legislatively modernize nine statutes governing financial services in Pennsylvania, complete 14 conversions to the state banking charter, stabilize the restricted Banking Fund and charter (together with the FDIC in 2013) the first de novo bank in the United States in the previous three years.

For over 30 years prior to his Commonwealth service, Mr. Moyer filled a variety of positions and responsibilities in the commercial banking segment-including serving as Division President of Meridian Bancorp, Inc., President, CEO and Director of The Elverson National Bank and of National Penn Bank and its holding company, National Penn Bancshares, Inc. He holds an MBA from St. Joseph’s University, a M.Ed from Eastern New Mexico University, and a B.S. from Penn State University. Following his graduation from Penn State, he served as an Officer in the U.S. Air Force.

Mr. Moyer served from 2015-2023 as a Director of Univest Financial Corporation (UVSP), a Bank Holding Company headquartered in Souderton, Pennsylvania and its subsidiary — Univest Bank & Trust Co. At Univest, he served as Chair of both the Enterprise Risk Management (ERM) and Compensation Committees of the Board.

Mr. Moyer also served from 2018-2021 as a Director of the Federal Home Loan Bank (FHLB) based in Pittsburgh, Pennsylvania. He was elected to serve a four-year term on the Board as a PA Member Director.
